The following issues were taken from the 2000-2002 Ratings of the Arizona State Legislature, as published by the Arizona Federation of Taxpayers Associations (AFTA).
A red "X" indicates a vote by Carolyn Allen against the taxpayers, and a green "check" indicates a vote by Carolyn Allen in favor of the taxpayers, as determined by the AFTA.
Since 2000, Carolyn Allen has voted to protect taxpayers 9 times out of 153 opportunities, and against the taxpayers 71 times. This ranks her as one of the biggest spenders in the House.
Allen also missed 30 out of 49 votes in 2000 and 43 out of 46 votes in 2002 due to illness. [Why is Allen running again if she hasn't been able to represent our district?] The 73 bills that Carolyn Allen failed to vote on are not shown below.

HB2165 [2002] school districts; bonding; computers; prohibition
Prohibits school bonding for "soft" capital items (Yes is good).
HB2353 [2002] Arizona civil rights act; revisions
Expands the definition of employment disabilities to include mental, alcohol, or drug impairments.
SB1201 [2002] limitations period; federal tax deficiencies
Excuses up to $4 million in unpaid tax for certain homebuilders.
Failed to vote at all on 43 bills affecting taxpayers in 2002.
SB1037 [2001] motorcycle safety fund; establishment
Creates a motorcycle safety fund for "education & awareness" programs.
SB1052 [2001] appropriation; titan ballistic missile museum
$200K to fund a Titan Ballistic Missile Museum.
SB1104 [2001] appropriation; underground storage tank program
Appropriates a half million to pay claims for repairing leaky underground storage tanks.
SB1107 [2001] retirees; health insurance; subsidies
Close to $700K is appropriated for Retiree Health Insurance in "non-service" cases.
SB1118 [2001] prescription drug coverage
Appropriates close to $9 million to establish Prescription Medication Coverage through AHCCCS.
SB1120 [2001] agriculture preservation districts
Appropriates $3 million to support Agricultural Preservation Districts.
SB1125 [2001] suicide prevention program
Appropriates $260K to establish a Suicide Prevention Program.
SB1127 [2001] Arizona space commission; continuation
Continues the Arizona Space Commission.
SB1129 [2001] CORP; members; normal retirement
Increases pensions for correctional officers.
SB1186 [2001] appropriations; children's physical activity programs
Gives $150K to DHS to "promote children's physical activities."
SB1193 [2001] trailers; semitrailers; permanent registration
Appropriates $180K to ADOT for semi-trailer registration.
SB1246 [2001] expenditure limitations; disproportionate share funding
A legislative declaration that expenditure limits for local government are too low.
SB1269 [2001] special education; institutional placement
Appropriates $2.3 million to special education.
SB1390 [2001] appropriations; TANF; health services
$10 million appropriation for a variety of social welfare programs.
SB1391 [2001] appropriations; mental health institute
Appropriates $5 million to establish an Arizona Mental Health Research Institute.
SB1465 [2001] underground storage tank funding; commission
Appropriates $100K to study the underground storage tank account.
SB1472 [2001] school to work
$100K is appropriated for local school-to-work program.
SB1516 [2001] family programs; biennial audit cycle
Continues the State Health Start Program.
SB1532 [2001] appropriation; project challenge
Appropriates $250K for the "Project Challenge Campus."
SB1577 [2001] AHCCCS; proposition 204
Appropriates over $300 million to fund Health Care Programs for the poor.
HB2004 [2001] ASRS; actuarial computation method
Changes formula for calculating retirement benefits thus increasing costs by $127 million over 10 years.
HB2008 [2001] PSPRS; membership; park rangers
Appropriates over $400K to include and fund county and state Park Rangers in Public Safety Retirement System.
HB2019 [2001] department of revenue; confidentiality
Appropriates close to $300K to Dep. Of Revenue and allows them to disclose taxpayer confidential info.
HB2052 [2001] vehicles; title and registration
Appropriates close to $350K to establish an Electronic Title System in ADOT.
HB2152 [2001] eligibility; children; TANF; appropriation
Would have expanded welfare rolls at a cost of $6.6 million over 2 years.
HB2164 [2001] retirees; health insurance subsidies
Increases state subsidies for State Retiree Health Insurance premiums at a cost of over $500K.
HB2183 [2001] small and rural school districts
Eases requirements for increasing budget limits for small school districts.
HB2194 [2001] AHCCCS coverage; cancer; women
Appropriates $2.7 million to expand AHCCCS coverage and eligibility for cancer.
HB2205 [2001] new economy initiatives; implementation; appropriation
Appropriates $3 million for "New Economy Initiatives."
HB2206 [2001] appropriation; cultural heritage development
Spends $500K for cultural heritage workshops.
HB2208 [2001] social assistant programs; appropriations
Appropriates $4.7 million for foster care and out-of-school activity programs.
HB2238 [2001] tobacco tax allocation; detoxification services
Appropriates close to $9.5 million for the AHCCCS healthcare group program.
HB2308 [2001] commission of Indian affairs; continuation
Continues the Indian Affairs Commission despite the Auditor General's recommendation to sunset.
HB2333 [2001] community college funding; study committee
Sets up a Community College Funding Study Committee and appropriates $1 million for Central Arizona College.

Appropriates $50K for a veterans' home facility in Tucson.
HB2364 [2001] northeastern Arizona environmental projects; appropriations
Appropriates $500K to fund environmental programs in some rural counties.
HB2365 [2001] county jail districts; juvenile facilities
County supervisors can levy a property tax for juvenile detention facilities upon voter approval.
HB2377 [2001] intergovernmental public transportation districts
Allows the formation of Public Transportation Authorities in rural counties.

Appropriates close to $600K for hazardous material reports.

$1.5 million is appropriated for child support enforcement in six counties.
HB2459 [2001] medically underserved areas; capital; appropriation
Appropriates $6 million for rural health centers construction projects.

Another $300K is appropriated for the perennial Mule Gulch Floodway Project.

Waives penalties for El Mirage for violating the state spending limit law.

Appropriates $100K to put defibrillators in state buildings.
HB2563 [2001] community transition program
Appropriates $2.4 million to a Community Transition Program for convicts released from jail.
HB2567 [2001] appropriation; Hopi radio broadcasting
Appropriates $105K for a Hopi Radio Station.
HB2582 [2001] procurement; on-line bidding
$200K is appropriated to the State-Electronic-Commerce Fund to facilitate on-line bids.
HB2585 [2001] AHCCCS; eligibility; programs
Appropriates over $5 million to AHCCCS to subsidize small rural hospitals and expand coverage for disabled persons.
HB2595 [2001] disease control research commission; grants
Allows expenditures for any disease research and appropriates $4.2 million for brain disease research.
HB2606 [2001] appropriation; railroad museum
Appropriates $200K for an Arizona State Railroad Museum.
HB2615 [2001] housing; financing authority; department
Creates a State Department of Housing and a Housing Finance Authority.
HB2618 [2001] appropriations; health care labor pool
$300K is provided to establish a "Health Care Labor Pool."
HB2634 [2001] omnibus budget reconciliation; education
Increases state spending for K-12 and allows NAU to issue bonds for projects.
HB2635 [2001] omnibus budget reconciliation; health
Allows AHCCCS to spend up to $125 million on a variety of health programs.
HB2636 [2001] omnibus budget reconciliation; public finances
Increases spending and bonding for a variety of agencies and funds.
SB1014 [2000] appropriation; DES; adult services
Appropriates $500K to DES for adult care services.
SB1074 [2000] internet crimes; appropriation
Appropriates $200K to combat Internet crimes.
SB1079 [2000] appropriation; NAU science building
Appropriates $750K to NAU for a new chemistry building.
SB1265 [2000] corporation commission; appropriation
Appropriates close to $400K to the corporation commission.
SB1319 [2000] underground storage tanks; revisions
Would have increased the gas tax to fund a new municipal tank closure program.
SB1335 [2000] airport; Grand Canyon national park
Appropriates $1M to operate Grand Canyon airport.
SB1441 [2000] constables; salaries
Increases constable salaries by up to 33%.
SB1559 [2000] school safety; omnibus
Appropriates $1M for additional "school safety" measures.
HB2033 [2000] appropriation; transportation projects
Appropriates over $1.5M for a number of local transportation projects.
HB2053 [2000] appropriation; resin bush eradication
Appropriates $185K to eradicate sweet resin bush on state land in southeast Arizona.
HB2068 [2000] appropriation; national law center
Appropriates $100K for the national law center for free trade.
HB2231 [2000] appropriation adjustments; education
Appropriates $42M in additional K-12 spending.
HB2232 [2000] appropriation; postsecondary education financial assistance

HB2626 [2000] department of veterans' service; appropriation
Would allow $250K to be spent at the southern Arizona veterans' cemetery.
