

As a candidate to represent Legislative District 8 in the Arizona State
Senate, I pledge my support for the following campaign planks:
The State Economy
The key to prosperity lies in the production of physical and intellectual
goods within the state, and in leveraging these industries through the economic
multiplier effect. While there is little the State Legislature can do to
prevent major corporations from relocating to China or Mexico,
there is much that can be done to stimulate businesses that have roots
within the state. In particular, tax and regulatory relief to small businesses,
which are the source of most job growth, should be made a priority.
Education Reform
I support alternatives to the one-size-fits-all public school systems, such as
charter schools, private schools, and home schooling. Given the fact that
Arizona taxpayers are facing huge costs involved in building and operating
public schools with concomitant tax increases, parents who save the taxpayers
money by educating their children outside of the publicly funded system should
be entitled to a tax credit.
Legislative Reform
All State and Local programs shall include in their enabling legislation:
- Cost estimates;
- A mechanism for tracking actual costs;
- Provisions for the orderly scaling back of the program if costs exceed
estimates;
- A clear statement of a quantifiable expected benefit that is expected to
accrue to the taxpayers from the program;
- A mechanism for measuring the benefit attainment actually realized;
- A clear citation of the Arizona and US constitutional authority authorizing
it;
- All legislation shall be read and understood by the appropriate officials
before debate or votes are cast;
- All legislation and regulations that apply to businesses and citizens shall
also apply to government institutions and officials.
Adherence to the above rules would have saved the taxpayers of Arizona
billions of dollars in the alt-fuels boondoggle, and given us cleaner air to
boot.
Election Reform
I will support election reform to ensure that only qualified voters cast
ballots and to ensure that all votes are accurately counted. Contrary to
current practice, Citizens must be allowed to observe all aspects of
the vote counting process.
Environment
I support a "wise-use" environmental policy that promotes conservation
of our air, land, and water resources while respecting private property rights
and encouraging compatible multiple uses of our public resources.
Families First
I shall seek to lower the barriers
to a stable, traditional family life that is in the best interest of all
children.
Reform Child Protective Services
In cases where Child Protective Services must intervene to protect children,
all caseworkers involved must be scrupulously qualified by full background
checks. Due process must be followed and the veil of secrecy that is too often
used to protect wrongdoing by CPS must be pierced.
Pro-Life
The people of Arizona want a sensible approach that protects both mother and
child. I believe that the life of the mother and unborn child are equally
entitled to the protection of the due process of law. I will strive within the
bounds of what is legislatively possible at the state level to protect both
mother and child, and call on communities of faith and others of good will
to do what cannot be done by the state legislature.
Right to Keep and Bear Arms
The State of Arizona needs to encourage increased firearm handling safety
education, both for law enforcement officers and private citizens. Given the
excellent safety record of CCW permit holders in Arizona, and statistical
evidence that a strong CCW program reduces crime, I pledge to work to
expand this program by promoting reciprocity with other states and
removing counterproductive restrictions. Likewise, I pledge to work to
clearly assert the preeminence of the AZ Constitution over local ordinance
and bureaucratic fiat.
Private Property
Private property may not be taken for public use until after just compensation
has been paid. Forfeiture laws in which private property is confiscated and the
burden of proof placed on the citizen for its return must be abolished.
Corporate Welfare
I oppose public funding of private ventures, including sports facilities.
No New Taxes
Property taxes, income taxes, sales taxes, license taxes -- each of these taxes
are painful to different segments of our population.
I pledge to vote against raising any taxes, and to support reductions in
all taxes.
